A humanitarian residence permit is a special type of residence permit granted to foreign nationals who cannot obtain a residence permit in Türkiye through legal means due to compelling humanitarian reasons or extraordinary circumstances. This permit allows individuals in need of temporary protection or humanitarian assistance to gain legal status within the framework of international law and Türkiye's migration policies.

Who can obtain humanitarian residence?

If you meet one of the conditions below, you have the right to apply for a humanitarian residence permit.

  1. Foreigners Whose Deportation Is Unlawful:

  • Those who are at risk of death penalty in the country they will be sent to

  • Those at risk of torture, ill-treatment or inhumane treatment

2. Sensitive Situations Such As Health, Age and Pregnancy:

  • Health problems requiring immediate medical attention

  • Those who are older

  • Those ineligible for deportation due to pregnancy

3. Situations in which family unity must be protected:

  • If the deportation of a foreigner whose spouse lives in Türkiye would disrupt the family unity

4. Persons Whose Request for International Protection Was Rejected But Could Not Be Sent Back:

  • Those who cannot be sent to a safe country even if their application is rejected

5. Türkiye's Best Interest or Extraordinary Conditions:

  • Those who need to stay in Türkiye temporarily due to reasons such as war, civil conflict, natural disaster.

6. Unaccompanied Minors:

  • Foreign children who are alone and unaccompanied in Türkiye

Where and How to Apply for Humanitarian Residence?

• Applications are made in person to the Provincial Directorate of Immigration Administration.
• Appointments cannot be made online; applications are made directly by petition.
• During the application, you are expected to explain in detail why you are requesting humanitarian residence.

Term and Renewal
• It is usually given for 1 year, it can be extended.
• During the renewal process, you must submit your petition and current documents regarding your situation.
